The public is invited to attend the event, tour the new facility, and see firsthand the enhancements made to better serve voters and election operations.

The $3.6 million (previously stated as $4.7 million, this project was completed under budget), 16,500-square-foot facility was funded through federal American Rescue Plan Act (ARPA) funds and was designed to meet the growing needs of Canyon County. The new building significantly expands space for early voting, election training, and secure ballot processing, ensuring a more efficient and accessible elections process.

In May, during the groundbreaking, Canyon County Clerk Rick Hogaboam emphasized the importance of this new facility, highlighting its role in safeguarding fair and secure elections. “Canyon County is the second-largest county in the state, and as our population grows, so does the need for a modernized elections office that can properly serve our voters,” said Hogaboam. “This building is a testament to our commitment to election integrity and voter accessibility.”

Following the ribbon-cutting ceremony, guests will have the opportunity to tour the facility and learn more about the improvements designed to enhance election operations.

Board of County Commissioners Approves Canyon County FY25 Budget Book https://www.canyoncounty.id.gov/board-of-county-commissioners-approves-canyon-county-fy25-budget-book/ Tue, 01 Oct 2024 20:07:57 +0000 https://www.canyoncounty.id.gov/?p=51377 To the Residents of Canyon County,

The following budget book is a joint work product of the offices of the Board of Canyon County Commissioners and the Clerk. More than 60 public workshops were held over the course of several months with dates and times posted on the Commissioners’ agenda. The ensuing budget represents the culmination of information discussed during these workshops and includes input from Elected Offices, Department Administrators and non-county affiliates. We are hopeful citizens recognize the cooperation, collaboration and united, strategic approach to stabilize the County budget.

The FY2025 budget supports a diverse range of initiatives, outlines capital projects, prioritizes expenses, and provides funding for critical new positions. Emphasis was placed on cybersecurity, elections integrity, enhanced public safety, as well as support for recreational and entertainment opportunities, which benefit all age groups and contribute to the overall desirability of our community. Each of the 55+ budgets reflect our careful consideration of the County’s financial stability. Our goal was to exhaust all non-property tax revenue sources first and then levy property taxes to cover operational expenses, retain tenured and recruit quality employees to fill vacant positions.

Funds from the American Rescue Plan Act (ARPA), receipted in 2021, have been dedicated for a variety of capital projects including a new Elections building that is currently under construction with a scheduled completion date of January 2025. Once completed, the Elections building will have increased square footage and sufficient parking to effectively serve the growing Canyon County population. Other ARPA projects include a new Sheriff’s administration building and the purchase of new ambulance units which will arrive in 2025.

Please note: all ARPA funds must be committed to specific projects by December 2024 and completed by December 2026. When evaluating the highest and best use of ARPA funds, the Board focused on projects that would provide the greatest benefit to our community while improving the quality of life for Canyon County residents.

Thank you for entrusting us with the responsibility and privilege of serving you. We will continue to serve our community’s needs while upholding our adopted values of Transparency, Respect, Unify, Service, and Teamwork (TRUST).

Board of County Commissioners Appoints Jennifer Watters as New Treasurer https://www.canyoncounty.id.gov/board-of-county-commissioners-appoint-jennifer-watters-as-new-treasurer/ Tue, 03 Sep 2024 20:18:32 +0000 https://www.canyoncounty.id.gov/?p=50623 The Canyon County Board of County Commissioners has appointed Jennifer Watters as the new Canyon County Treasurer. Watters, who has worked in the Treasurer’s Office for 27 years, was selected for the position following an executive session in which the board interviewed two qualified candidates.

Commissioner Brad Holton emphasized that the decision was made after careful consideration, stating, “This transition is not reactionary to any crisis; it’s a well-thought-out process. We had the opportunity to choose from two qualified candidates, and today we’re meeting on the record to make a decision.”

Commissioner Zach Brooks expressed strong support for Watters, noting her extensive experience within the office. “Jennifer has come up through the ranks as deputy treasurer, office manager, and chief deputy. It makes the most sense to appoint her to the position, ensuring a seamless transition within the office. Her 27 years of experience in the office is hard to overlook.”

Commissioner Leslie Van Beek also voiced her approval, highlighting Watters’ long-standing dedication to the county. “Jennifer Watters has been mentored under Treasurer Lloyd and has had a very good career here. She stays calm, performs her duties diligently, and has the support of our Chief Operating Officer. With her experience and understanding of Canyon County’s dynamics, I believe she’s the right choice to continue the strong legacy of the Treasurer’s Office.”

The unanimous support from the commissioners underscores their confidence in Watters’ ability to effectively lead the Canyon County Treasurer’s office.

Watters was sworn in Tuesday, September 3, 2024, and started her new role as Treasurer, continuing the work of her predecessor, Tracie Lloyd, and ensuring a smooth transition for Canyon County.

“I am honored to take on the next journey of my career and continue to serve the people of Canyon County as your Treasurer,” Watters said. “I have been fortunate to have had a great mentor, Tracie Lloyd, and I look forward to following in her footsteps and be a great leader.”

CANYON COUNTY BOARD OF COMMISSIONERS APPROVE FEE INCREASES AT PICKLES BUTTE SANITARY LANDFILL WITH RATES TO INCREASE OCTOBER 1 https://www.canyoncounty.id.gov/canyon-county-board-of-commissioners-approve-fee-increases-at-pickles-butte-sanitary-landfill-with-rates-to-increase-october-1/ Fri, 30 Aug 2024 17:19:49 +0000 https://www.canyoncounty.id.gov/?p=50568 CANYON COUNTY BOARD OF COMMISSIONERS APPROVE FEE INCREASES AT PICKLES BUTTE SANITARY LANDFILL WITH RATES TO INCREASE OCTOBER 1

CALDWELL, ID — On April 2, 2024, the Canyon County Board of County Commissioners approved Resolution 24.041, authorizing increases in fees at the Pickles Butte Sanitary Landfill. These new fees will take effect starting October 1, 2024.

These adjustments to landfill fees, aim to address operational expenses, capital improvements, and future sustainability across the County. These fee changes also represent the first substantial adjustments made in more than two decades.

The updated fee structure includes several key changes that customers should be aware of:

  • Increase in daily minimum fee from $5 to $10
  • Adjustment of municipal solid waste rate from $14.50 to $18.50 per ton
  • Increase in construction and demolition waste fee from $34 to $38 per ton
  • Introduction of new categories such as green waste, clean wood, clean sheetrock, industrial waste, and tire shreds, reflecting evolving waste management needs
  • Streamlining of fee structures for simplicity and clarity, including the removal of out-of-county waste fees
  • Adjustment of miscellaneous fees, gate late fees, and credit card processing fees to better reflect operational costs

After careful analysis, the Board of County Commissioners determined that an increase in fees is necessary to cover the increasing costs of services provided by the landfill. Evaluation of these fees are set to cover the costs of services ensuring long- term suitability and efficiency within the Canyon County’s solid waste management system. Capital Improvements, including the addition of a gas collection system and methane flare station, hardscape improvements, additional staff to assist with weekend traffic, as well as contracts for handling hazardous waste will ensure that the quality and service expected by residents in Canyon County will continue for many years to come.

For a full list of the new fees and more details, please visit the Solid Waste Landfill website at https://www.canyoncounty.id.gov/elected-officials/commissioners/solid-waste/.
