Canyon County hired the DLR Group in 2017 to provide a comprehensive jail needs analysis and conceptual jail design that would serve Canyon County’s jail needs for the foreseeable future. After months of research and dozens of meetings with key stakeholders, the DLR Group submitted its full report to the Board of County Commissioners in October 2017 recommending a new jail facility of 1,055 beds that would serve the county’s needs for the next 30+ years. [1]

In 2016, the City of Caldwell denied a special use permit for a permanent expansion onto the current Dale Haile Jail.  The Planning & Zoning Commission and City Council Commented at the time that it didn’t “seem like a good fit for the neighborhood”[2] and would “be a safety issue for the neighborhood.” [3]

The new jail will be located west of Caldwell, near the Interstate and on US Highway 20/26. [4]

• This location is owned by the county
• Industrial zone, for businesses only
• Sewer and water are already in the area, so that will eliminate additional costs.
• This location is five minutes from the courthouse, ensuring the same quick access for all law enforcement agencies serving Canyon County.

Construction costs will continue to go up the longer jail construction is delayed. [6]

According to DLR Group, it is estimated to cost voters $9 million (5%-14%) for each year that construction is delayed
