CANYON COUNTY RECEIVES PROPOSALS AND INITIATES SELECTION PROCESS FOR ANIMAL SHELTER SERVICES

CALDWELL, ID – During a legal staff update with Canyon County Attorneys, the Board of County Commissioners openly received two packets in response to an initial Request for Proposals (RFP) for Animal Shelter Services. One proposal was submitted by Copper Quill Haven Inc. and the other by West Valley Humane Society (both submitted on time) who are both seeking to provide animal shelter services within Canyon County.

On September 18, 2025, Canyon County, in partnership with the cities of Nampa and Caldwell issued a Request for Proposals (RFP) to identify qualified organizations who could provide animal shelter services for Canyon County. The goal of the RFP is to ensure high standards of animal care, fiscal responsibility, and long-term sustainability in shelter operations.

Applicants were required to submit a comprehensive packet that detailed their approach to management, staffing, animal welfare practices, operational costs, and prior experience in similar projects. Each submission needed to have a cover letter, organizational overview, references, and a cost proposal associated with it.

Proposals will be scored on a 100-point system based on technical compliance and completeness, experience and qualifications, references and reputation, proposed approach and methodology, cost proposal and financial stability, as well as overall fit with governmental partners. The review committee for this RFP will consist of members from Nampa, Caldwell, and Canyon County.

Based on the scoring criteria and the ability to meet service standards, the Board of County Commissioners tentatively plans to award the contract and select the successful organization by November 13, 2025. Please note that the selected entity will lease the shelter facility from Canyon County but will operate as an independent organization. Canyon County does not have direct oversight over the shelter’s internal operations.
