CANYON COUNTY APPROVES NEW OPERATOR FOR ANIMAL SHELTER SERVICES

CALDWELL, ID — The Board of Canyon County Commissioners has selected Copper Quill Haven (CQH) as the applicant to operate shelter services within Canyon County. The Committee that provided the Board with the recommendation consisted of leadership and law enforcement representation from Canyon County, the City of Caldwell, and the City of Nampa. Two proposals were received in response to the County’s Request for Proposals (RFP): one from Copper Quill Haven (CQH) and one from West Valley Humane Society (WVHS).

WVHS has served as the shelter operator for Canyon County since 2011. Over the past years, however, residents have brought up concerns regarding animal care, veterinary services, and overall shelter operations. Additionally, WVHS’s financial instability and the potential for service disruption led the County and Cities to initiate the RFP process.

Following its evaluation, the Committee determined that Copper Quill Haven demonstrated the strongest alignment with the County’s needs. CQH received the highest score 90 out of 100 possible points due to its demonstrated experience, organizational approach, and community-oriented service plan.

The County and participating jurisdictions will next consider entering into a formal service agreement with Copper Quill Haven to authorize shelter operations moving forward after they complete the RFP 7-day objection window. Canyon County will also start working with CQH to establish a new service framework ensuring continuity of care for animals and improved outcomes for residents.
